Plot
Round 1: New Year Party
It's New Year's Eve 1993 and Bean is very excited. He has invited his two best friends Rupert and Hubert to his flat for New Year's party and puts the finishing touches on the decor, which is not much (circle of chairs in the living room and a bunch of balloons hanging from the front door). He greets his neighbor who also holds a party, and goes back inside to prepare for his guests. Soon Rupert and Hubert arrived, and they realized that it was not really the party they were expecting: Bean gave his guests' newspaper caps, assigned them the appointed chair, and the only form of entertainment was the radio. Bean then went to the kitchen to prepare drinks. However, he finds him almost out of Twiglets, and improvises by cutting a branch outside his kitchen window with a meat knife and dipping a twig in Marmite in an attempt to disguise it. He then opened a bottle of champagne, but found that it was just enough to fill half a glass. When Rupert and Hubert waited in the living room, Bean improvised again with a bottle of vinegar and added sugar to sweeten it.
As the night wore on, it was clear that Rupert and Hubert were not having fun. They have found that the "food" they give is not original (there is a small leaf grown on one of the rods on Rupert's plate and Hubert is snapped up by the smell of vinegar) and refuses to eat it, even though Bean eats it and pretends to like it. The beans then returned to the kitchen and took the beans from the bird feeder outside and poured them onto the plate. Meanwhile, Rupert and Hubert spun the clock in the living room just before midnight. When Bean returned, the clock chimed and Rupert and Hubert said "Happy New Year!". Peanuts are also happy, saying "Does not time fly while you enjoy yourself?". They then connected the hand (almost forgot Teddy) and sang "Auld Lang Syne" to celebrate (though Bean was too excited to sing that song). Rupert and Hubert then pretend to yawn and claim that they are tired, so Bean puts the doorknob back to his door (for some reason he has taken it off and put it in a fruit bowl, this is a joke circulating throughout the episode) and their offer good night. Just outside the door, Rupert and Hubert found two women who laughed at their paper hats before heading to the neighboring flat, where the ongoing New Year's party was taking place. They then contemplated whether to go or go to a party, finally deciding to do the latter.
Meanwhile, Mr. Bean is in bed and placing Teddy beside him before turning off the lights and going to bed. However, he heard the countdown process at a party across from him as well as everyone singing "Auld Lang Syne", showing the actual New Year had begun. Confused, she turns the lights back on and picks up a small clock from the drawer, which indicates that it's only past midnight (at this point, the clock in the living room shows 1:40). She gets angry when she finds out that Rupert and Hubert tricked her and attended a larger party next door. Just as Bean turns off the lights, someone from the party shouts "Three cheers for Rupert and Hubert".
Round 2: Sales
It's New Year's Day 1994, and Bean goes to Arding and Hobbs department stores to take full advantage of January sales, nearly crashing into some pedestrians while parking. Dozens of others had queued up for the night to get there first, but Bean jumped into the queue and stood in front of the alarm clock next to the sleeping bag that was supposed to contain someone in it. He then taps his watch indicating the alarm will sound, and that's right, frightening the elderly couple sitting next to him. He then took the beanie to hide the cabbage from under the sleeping bag along with the modeling balloon figure that he appeared, revealing that he created "the man" as a puppet and put it there the night before to fool the way forward. queue. The doors finally opened, and Bean eagerly ran without knowing where to go first, so he headed downstairs.
Later, Bean had purchased many items, including armchairs on display at the windows, paint cans, brushes, and mops. After tying the armchair to the roof, he encountered a problem: because he squeezed everything in his Mini, there was no room left for himself. However, he managed to build how to ride a Mini while sitting in an armchair. He first puts the bricks attached to the rope in front of the front wheel to hold the Mini, and releases the handbrake. He then uses paint attached to other strings to operate the clutch, strings further for the gear stick and steering wheel, and joins the broom and broom to form a long rod that is used to operate the accelerator and foot brake. At first, everything went very well, but he ended up on a steep downhill slope after a turn to avoid roadworks barriers (and behind parked police cars). He desperately tries to control the Mini when it starts to speed up, and things get worse when the head accidentally comes off the broom. Because his brakes stopped working, there was no way to stop him. The only method of braking is to drive it into a parking truck delivering the mattress, creating a feather pillow.
Act 3: Paint with Fireworks
Back in the flat, Bean began redecorating with new items he bought, though not as planned. He first realizes that moving the table from the front of a hole in the kitchen wall and moving it to another kitchen wall is impractical, since he can no longer drop objects onto it through a hole when he's in the kitchen (they just crush to the ground). The solution: just move the hole. After getting the right measurements using three pencils (one in his mouth and one in each hand), he uses a reciprocating saw to cut off the wall before moving it to the original hole. However, he neglected to consider what was on the opposite side of the wall, and cut through the phone cord and some pictures (including chopping off one of Prince Charles and Princess Diana) in the process. He also cuts the image of a body builder, near the groin area.
He then began painting the entire white living room, but found that the feathers on his brush were drained. He used a hammer to try to soften them, but when he went into the living room and dipped his brush into the paint, the feathers disappeared into the paint, an annoying Bean. In a cruel improvisation, he pushed the brush handle behind Teddy and used his head to paint the walls. However, he managed to get only a few lines of paint done before accidentally dripping paint onto objects.
Bean then realized a more efficient way to paint the walls. She carefully covers almost everything in the living room and kitchen (including every grapefruit in her fruit bowl) in the newspaper and, when she runs out of paper to cover her watch, use the hat that Hubert left behind. Bean then looks through the fireworks box until he finds the perfect one to blow up the paint cans. He puts the fireworks on a can of paint and lit a fuse; However, when he tried to escape, he realized that there was no door handle because he had wrapped it up and placed it in a fruitbowl. He picked it up and run away as soon as the firecrackers would explode. Bean quickly runs out and hides behind a corner in the hall. At that moment, Hubert is tired and dizzy out of the neighboring flat covered lipstick from his party and Rupert. He was just about to leave, when he realized he had left his hat on Bean's flat and went inside to pick it up just as the firecracker exploded. When Bean returned to his flat, he was puzzled to find his front door wide open and a trail of white footprints leading to the stairs.
She went inside and was satisfied that the paint bomb had worked, because the entire flat was covered with white paint. However, he was surprised to find the silhouette of Hubert getting his hat frozen to the wall as the only unpainted area. The episode ends with Bean looking at the camera.
Deleted view
The following scene was originally cut from the episode in the middle of Act 2, though it was included in the early United States VHS release.
Mr. Bean is shopping at a department store, when he sees the chair he wants to buy. After approaching the reclining chair, he discovers that a sales assistant has shown his features to an elderly couple. In an attempt to trick them into thinking it was broken, he pulled it out, which almost immediately noticed by the assistant.
While the old lady enjoyed sitting on a chair, Bean then slipped into the control panel on the arm of the chair and damaged the cable inside, unknown to the old lady. When the old lady tried the lying down feature at the moment, she folded, flanking it in the middle, she yelled to her hearing-impaired husband to ask for help but was not heard even just a few feet away. In addition, Bean plays music played on the shop's intercom, to make it harder to hear. In the end, he fell backward.

This is Bean's first mini appearance with 2 doors chrome mirror and check pattern on the chair.
In 2015, a stunt car scene recreation was staged in central London to promote the 25th anniversary of the series, ending with a photo shoot outside Buckingham Palace.
Legacy
MythBusters tested the idea of ââpainting with explosives in Mind Control after being inspired by reruns of this episode. They first did a test to see if it was really possible to cover the whole room with paint by blowing up fireworks on paint cans, but this method proved impossible by the test.
In a subsequent visit at Paintings with Explosives/Bifurcated Boats , Jamie Hyneman touches on Mr. Bean using a steel ball was also broken when Snowflake's snow rigging of Adam Savage was successful, but not good enough to either be broken, confirmed or judged reasonable.
